James Halloran, P.E., S.E., is a licensed structural engineer and full-time expert witness with 33 years of experience testifying on construction defect, means-and-methods, and building code disputes across 42 states. Founder of Halloran Forensic Engineering (Denver), he has been retained on more than 400 matters, including three high-profile parking-garage collapse investigations. He holds a B.S. in civil engineering from Purdue and an M.S. in structural engineering from Illinois, is a Fellow of ASCE, and served on the ACI 318 subcommittee for six years. He is 64 and splits time between Denver and a small farm in western Colorado.
